Wallace O. Stephens
President & Chief Executive Officer


Mr.  Stephens, a former U. S. Navy Officer, is a Senior Executive with extensive experience in launching high technology start-up companies. He has in-depth experience in profit and loss, corporate development, operations management, business and product development, sales, marketing, strategic/tactical planning and fortune 500 contract/joint venture negotiations in the U. S. and international arenas. Mr. Stephens led a start-up company to $30 million in annual revenues, with a contract backlog of over $100 million.

In 2006, Mr. Stephens was hired by a construction and engineering firm to reverse a trend of substantial losses and restore it to profitability. Within 12 months Mr. Stephens returned the company to profitability and was instrumental in increasing its contract backlog from $2 million to $117 million.

Through key national and local relationships, public and private, Mr. Stephens brings the unique combination of an international business network of relationships, a strategic background in closing deals, and strong negotiating skills and experience.

Michael Meyer
Chief Financial Officer

Extensive experience in corporate strategic and financial planning, product launches, management of the full life cycle of breakthrough product offerings, and in early stage company business development.  Mr. Meyer’s background includes transportation security systems, telecommunication industries, eCommerce solutions, and software/hardware solutions.  Mr. Meyer has extensive experience in Government contracting.

As one of the founding developers/inventors of UTrue, Mr. Meyer was responsible for the design and patenting of UTrue’s cargo container security system.  Mr. Meyer established a strategic manufacturing program, designed and arranged pilot testing regimes with DHS and the State of Pennsylvania, and negotiated product licensing agreements.

Mr. Meyer was responsible for launching AeroXG, a London-based company and its telecom infrastructure offering in the EU, for SRI International and Motorola.  AeroXG provided an airborne cell tower providing instant 2G and 3G mobile coverage of large geographic areas.  Mr. Meyer managed the introduction and testing of the technology with Vodafone and Orange, the strategic and operational interfaces with Motorola and General Dynamics, and directed all aspects of the London-based marketing and program management staff.

Mr. Meyer led an SAIC-based team developing their eCommerce strategy in Internet-based oil and gas property trading exchange, The Internet Property Exchange™.  Mr. Meyer built the Business Plan, created the product development plans and implementation schedule, and designed and managed the sales and marketing campaign for The Property Exchange’s introduction to market.

Mr. Meyer was formerly an owner of ReliaCare, a Washington, DC-based distribution company in the home medical marketplace.  ReliaCare provided a full range of medical products for use in the home health area.

Mr. Meyer was President of BHK, Inc.  BHK provided Windows and UNIX network-based document and image management software.  Mr. Meyer established a 22-city nationwide network of dealers and customer service centers and established strategic marketing and product development agreements with GTE.

Mr. Meyer holds an MBA from the Wharton School and a BBA from the University of Texas.
